Isaac Umansky

Isaac Umansky became a member of the International Public Sector Accounting Standards Board (IPSASB) in January 2010. He was nominated by the Colegio de Contadores, Economistas y Administradores del Uruguay.

For the past 20 years, Mr. Umansky has been employed as an independent consultant specializing in public finance administration on engagements throughout Latin America; he was appointed, on several occasions, as an alternate senator serving in the Senate of Uruguay. He has served as Director of the Accounts of Uruguay (Accountant General's Office) and as a public financial management advisor to the President of the Legislative Congress of Uruguay, and as a consultant to the World Bank and Inter-American Development Bank.

A member of the Civil Service Commission of the Colegio de Contadores, Economistas y Administradores del Uruguay since 1996, Mr. Umansky has also held a number of leadership positions at professional organizations, including vice chair and advisor to the Public Budget International Association and chair of the Steering Committee of the Uruguayan Association of Accounting and Public Budget.

In addition, Mr. Umansky taught economics, public administration, and finance for fifteen years at the college level.
