Juan Zhang became a member of the International Public Sector Accounting Standards Board (IPSASB) in January 2016. She was nominated by the Chinese Institute of Certified Public Accountants.
Dr. Zhang currently serves as director for the Accounting Regulatory Department of the Ministry of Finance (MOF) of the People’s Republic of China. Her work involves promoting accrual government accounting reform and drafting government accounting standards.
She also serves as member of the Government and Non-for-profit Organization Accounting Committee of the Accounting Society of China, research fellow for the Research Institute for Government Accounting of the Zhongnan University of Economics and Law, and supervisor for accounting master student in the Research Institute for Fiscal Science.
Prior to joining the Accounting Regulatory Department of the MOF, Ms. Zhang worked with the Accounting Society of China in 1999-2002 and was mainly responsible for researching government accounting theory. She also spent one year as a secondment IPSASB staff member in 2007.
Dr. Zhang has a PhD in accounting from the Central University of Finance and Economics and her thesis focused on the topic of government accrual accounting reform in China.
