Robert Dacey joined the International Public Sector Accounting Standards Board (IPSASB) in January 2013. He was nominated by the American Institute of Certified Public Accountants. Mr. Dacey was previously an IPSASB observer for the International Organization of Supreme Audit Institutions (INTOSAI).

Mr. Dacey is the chief accountant with the US Government Accountability Office (GAO), a position he has held since 1991. In this position, Mr. Dacey serves as an advisor and counsel to the Comptroller General on accounting and auditing matters. Additionally, he led the first and subsequent financial audits of the consolidated financial statements of the US government and other key federal agencies and developed financial and information security audit methodologies. He was also a key participant in the initial development of the Citizens Guide, which provides summary financial information on the US federal government to the US Congress and the public.

Prior to joining the GAO, Mr. Dacey was a senior manager with Deloitte and Touche and a division business manager/controller with United Press International.

Mr. Dacey is a member of the AICPA Service Organization Audit Guide Task Force and previously served on the AICPA Auditing Standards Board for three terms, as well as several task forces. Mr. Dacey also served on the Federal Accounting Standards Advisory Board and chaired the Certificate of Excellence in Accountability Reporting.

Mr. Dacey has also received numerous awards, including the Arthur S. Flemming award, presented by the private sector annual to 12 outstanding federal employees for outstanding service and the AICPA Outstanding CPA in Government – Federal Level award. He has also received recognition from the Association of Government Accountants, the President’s Council on Integrity and Efficiency, and the National State Auditor’s Association.

Mr. Dacey is a CPA, a Certified Government Financial Manager, and a member of the Virginia state bar. He has a Bachelor of Accounting from the University of Cincinnati (US) and a JD in law from George Mason University (US).
