    Objective(s) of project

    To develop an information paper, Approaches to Continuing Professional Development (CPD) Measurement, The paper illustrates a range of approaches adopted by IFAC member bodies and explore approaches adopted by other professions.

    Scope

    The information paper, Approaches to Continuing Professional Development (CPD) Measurement, was being developed to raise the discussion within the accountancy profession so that issues related to the measurement of CPD learning activities may be progressed or eventually resolved. The paper focuses, in particular, on different approaches to the measurement of CPD learning activities, and make recommendations as to good practice for possible implementation by IFAC member bodies.

    Background

    At its July 2006 meeting, the IAESB agreed to seek consulting expertise to develop a forward-looking information paper which aims to inform and encourage member bodies towards an output-based approach to CPD measurement. In researching this CPD measurement project, Professional Associations Research Network (PARN) recognized the advantages and disadvantages of input-based and output-based measurement approaches, and presented a range of effective approaches to CPD measurement for consideration by IFAC member bodies.

    Issues

    Issues that this project will address include:

    • identifying an appropriate CPD learning activity cycle;
    • identifying input-based and output-based approaches to the measurement of CPD;
    • discussing measuring tools and methods;
    • developing a model to explain CPD measurement; and
    • analyzing approaches to CPD measurement by various types of professional bodies.

    IAESB Meetings:

    June 2008: The IAESB agreed all editorial changes by electronic voting ballot.

    February 2008: Following a detailed discussion of the changes made by PARN to the proposed information paper, the IAESB agreed unanimously to approve the publication of the information paper. The publication of the Information Paper is subject to the IAESB's review and approval of all agreed editorial changes by electronic voting ballot.

    October 2007: The IAESB discussed the first draft of the IEP and provided feedback to PARN's consultants on the CPD measurement model and the paper's organization of sections.

    June 2007: The IAESB reviewed and provided feedback on PARN's progress report.

    February 2007: The IAESB reviewed consultants' project proposals and approved PARN's proposal.
