|Project Objectives:||This regional technical assistance will support the enhancement of the financial management capacity in Asia and the Pacific through three pillars: (i) improving the quality of project auditing by private audit professionals; (ii) improving the financial management assessments of ADB-financed projects; and (iii) improving project financial reporting through application of the Cash Basis IPSAS.|
|Key Project Components:||(1) Developing audit quality assurance roadmaps for pilot DMCs to be monitored by CAPA over 3-4 years. Upon successful piloting, the project will be scaled to other DMCs in the region. This includes conducting surveys, desktop reviews, workshops.
(2) Developing working paper series on public financial management systems for selected developing member countries. This includes research, desktop reviews, and interviews.
(3) Developing an e-learning module on Cash Basis IPSAS. This includes interviews and planning sessions, design and development of module, and workshops to launch the module.
|Key Project Outputs:||(1) One good practice template on audit quality assurance roadmap, and four PAO-specific audit quality assurance roadmaps.
(2) Eight FM working paper series.
(3) One e-learning module.
|Key Project Outcomes:||Strengthened capacity of auditors, enhanced ADB project financial management assessments, and improved government financial reporting.|
