    Job Title

    Principal, IPSASB

    Agustina Llambi is responsible for developing IPSAS and addressing constituents' needs. She works with Task Forces, IPSASB Members, and Technical Advisors to deliver on the IPSASB’s Work Program. Currently, she leads the Measurement Application Phase and Making Materiality Judgments projects. She also leads stakeholder engagement in Latin America, raising awareness, building alliances, and supporting regional initiatives to strengthen public financial management. Agustina led the development of the Property, Plant, and Equipment (IPSAS 45), the IPSASB's 2024-2028 Strategy and Work Program, and Reporting Sustainability Program Information—Amendments to RPGs 1 and 3: Additional Non-Authoritative Guidance.

    Before joining the IPSASB, Agustina provided accounting advisory services to TD Bank - Wholesale Segment on complex accounting transactions and implementing new and amended accounting standards. Agustina has over 10 years of accounting professional experience in the private sector, specifically in financial institutions. She started her accounting career at Deloitte’s Audit Practice – Financial Institutions.

    Agustina is a Canadian Chartered Professional Accountant with a Bachelor of Commerce (Honors) from Toronto Metropolitan University.

  • Ross Smith

    Job Title

    Program and Technical Director, IPSASB

    Ross leads the IPSASB staff team, work program delivery, and stakeholder outreach and engagement. Recently, Ross’ focus has been on strategic initiatives to broaden the IPSASB’s funding, strengthen the institutional support needed for public sector sustainability reporting, and determine the future financial reporting standard-setting plan to account for the increasing use of IPSAS.

    Ross joined IPSASB in 2013 and led the implementation of the Board’s governance activities and the establishment of the Consultative Advisory Group. Ross also developed and oversaw the IPSASB’s financial instruments projects, and the strategy and work program.

    Before joining the IPSASB, Ross worked for several years for a big-4 accounting firm in Canada and Japan. Ross focused on complex accounting and audit assignments related to public utilities, industrial companies, and financial institutions. Ross is a Canadian Chartered Professional Accountant.

  • Joanna Spencer

    Job Title

    Senior Manager, IPSASB

    Joanna Spencer is a senior manager at the IPSASB and is responsible for the development of accounting standards for the public sector as well as working on other technical projects. Joanna is currently working on several projects including developing an IPSAS for Retirement Benefit Plans. Other projects include Non-current Assets Held for Sale and Discontinued Operations, and Property, Plant and Equipment. Joanna is also part of the IPSASB Social media team.

    Prior to joining the IPSASB, Joanna was a project manager with the Australian Accounting Standards Board (AASB), where she worked on various projects including Revenue, and Reporting Service Performance Information. Joanna was also the technical advisor to the Australian IPSASB member. Whilst at the AASB, Joanna was seconded to the UK Financial Reporting Council (FRC) as a project director. During her three years at the FRC, Joanna developed the public benefit entity/not-for-profit requirements for FRS 102 The Financial Reporting Standard for the United Kingdom and the Republic of Ireland. Joanna also has experience in the mining, and advertising industries.

    Ms. Spencer holds a First-Class Honours Bachelor of Commerce with majors in Accounting and Marketing from the University of Tasmania (Australia). She is also a member of CPA Australia.

  • Leah Weselowski

    Job Title

    Head of Office Administration and Events, IPSASB

    Leah Weselowski is the Head of Office Administration and Events at the International Public Sector Standard Setters Board (IPSASB). In her role, Leah provides administrative support to the technical staff, coordinates the management of all IPSASB events, and oversees the day-to-day running of the Toronto Office.

    Prior to joining the IPSASB, Leah was an Event Coordinator at the Metro Toronto Convention Centre.

    Leah holds a bachelor’s degree in marketing management from the University of Guelph (Ontario, Canada), along with a post graduate diploma in Sports Administration from Durham College (Ontario, Canada).

  • Vanessa Mello

    Job Title

    Associate, IPSASB

    Vanessa Mello is the assistant of the IPSASB Chair, Ian Carruthers. She is also responsible for supporting the International Public Sector Accounting Standards Board (IPSASB) and the IPSASB Consultative Advisory Group (CAG) in all administrative matters. She started in 2018 and she is based in the Toronto office.

    Prior to joining the IPSASB, Vanessa worked as an assistant in many law and accounting firms such as PwC Toronto working as a partner assistant in Tax, Global Mobility Services for several years.

    Vanessa was an English teacher in Brazil and holds a Paralegal diploma from Herzing College in Toronto. She is fluent in Portuguese and can also speak Spanish.

  • Tashriq Allie

    Job Title

    Senior Manager, IPSASB

    Tashriq Allie is a senior manager responsible for standards development and technical projects at the International Public Sector Accounting Standards Board (IPSASB). In his position, Mr. Allie provides technical support to the IPSASB’s projects and initiatives and works closely with Task Forces and IPSASB members to execute the IPSASB’s work program. He is currently assisting on the IPSASB’s Measurement Project.

    Prior to joining the IPSASB in January 2022, Mr. Allie was an IFRS Technical Manager in the Financial Services division at BDO South Africa, with significant experience in dealing with complex accounting matters, the implementation of new accounting standards and amendments, and providing insights to global working groups on complex financial instrument accounting considerations.

    During his five years of working with EY South Africa, PwC Middle East, and BDO South Africa, Mr. Allie gained experience in public and private sectors across various industries, including Aviation, Banking and Securities, Engineering, FinTech, Hospitality and Services, Insurance, Investment Management, Media, Real Estate, Shipping and Ports, and Technology.

    Mr. Allie is a qualified Chartered Accountant in South Africa and holds a Bachelor of Business Science degree specializing in Finance and Accounting from the University of Cape Town (South Africa), along with a Postgraduate Diploma in Accounting from the University of Cape Town (South Africa).

  • João Fonseca

    Job Title

    Principal, IPSASB

    João Fonseca is a Principal responsible for standards development at the International Public Sector Accounting Standards Board (IPSASB). In his position, Mr. Fonseca provides technical support to the IPSASB’s projects and initiatives and works closely with IPSASB members, Technical Advisors, and Task Forces, to deliver the IPSASB’s work program.

    Mr. Fonseca is currently the lead staff on the IPSASB’s Strengthening Linkages Between IPSAS Standards and GFSM project, member of the International Monetary Fund Advisory Committee on Government Finance Statistics (GFSAC), observer of the Advisory Expert Group on National Accounts of the Intersecretariat Working Group on National Accounts of the United Nations Statistical Commission, member of the OECD Expert Group on Natural Capital and is the IPSASB’s representative in the task teams related to the update of the International Statistical Standards.

    Prior to joining the IPSAB, Mr. Fonseca was a Statistician at the National Accounts Department of Statistics Portugal and a member of the Portuguese Accounting Standards Board. Before that, Mr. Fonseca held a number of positions in both public and private sectors, including macroeconomic analyst at the Ministry of Economy, auditor at the Ministry of Finance, and accountant in several major corporations.

    Mr. Fonseca holds a PhD in Economics from Aveiro University (Portugal) and a Master’s degree in Administration and Public Policies from ISCTE – Lisbon University Institute (Portugal) and is a Certified Accountant member of the Order of Certified Accountants (Portugal).

  • Eileen Zhou

    Job Title

    Principal, IPSASB

    Eileen Zhou is a Principal at the International Public Sector Accounting Standards Board (IPSASB). Since joining the IPSASB staff in 2020, Eileen has supported the IPSASB on various technical projects and strategic initiatives. She is the staff lead for the IPSASB Consultative Advisory Group (CAG) and on the Presentation of Financial Statements project, while overseeing the ‘Navigating IPSAS’ and IFRIC Interpretations alignment initiatives. Eileen led the development of the Revenue Standard (IPSAS 47) and supported the development of the Transfer Expenses Standard (IPSAS 48). She also provided support on other projects, including the limited scope update of IPSAS 33 and Public Sector Specific Financial Instruments.

    Prior to joining the IPSASB, Eileen was a Manager in the Financial Accounting Advisory Services practice at Ernst & Young (EY) Canada, with diverse experiences in accounting change implementation and transaction accounting advisory under IFRS and U.S. GAAP. She also provided advisory services related to cost model development and analysis, finance assessments, and internal control processes. During this time, and her work in the PwC and EY audit practices, she gained experience in public and private sectors across various industries, including healthcare, education, government, cannabis, and telecommunications.

    Eileen graduated from Queen’s University with a Bachelor of Commerce (Honors) and a Graduate Diploma in Accounting. She is a CPA, CA (Canada).
